In the mid-19th century the city of St. Louis did not seem particularly likely to become a leader in water treatment technology. By 1915, however, the St. Louis Water Works had developed a treatment process at its Chain of Rocks Water Purification Plant that would be imitated by other municipalities all over the United States.
