Abstract:

When the freeway building boom began 25 years ago, these high-speed urban arteries were labeled the salvation of the cities, which were hurting because of the exodus to the suburbs. Then came the 1960's, a period of rising concern over how to help our less fortunate inner-city brothers-now freeways were labeled City killers. Which title is correct? Part 2 of a series.
