Abstract:

To have any hope of successfully rebuilding its ware-ravaged economy, Afghanistan will need a reliable transportation infrastructure. Reconstruction this heavily mined highway under a tight schedule with virtually no equipment available domestically seemed formidable enough. Then came the armed attacks.
