Abstract:

Immediately after the September 11 terrorist attacks, many water and wastewater utilities adopted or expanded security measures. Now with many systems conducting or planning to conduct detailed vulnerability assessments, utilities are embarking on a long-range effort to merge sound engineering with basic security considerations.
