Abstract: States should declare water use policy establishing responsibility for controlling development and use of water. The paper suggests guides for regulations concerning vested rights, principles of priority, water filings, appropriation limits, completion of work, proof of beneficial use, adjudication, forfeiture, change in diversion, eminent domain, ground water, water quality, drainage requirements, safety of structures, administration of water rights, and development of interstate water resources.
