A large, 4-yr winter cloud seeding pilot project has been started by the Bureau of Reclamation in the San Juan Mountains of Colorado. This paper describes how precipitation, snowpack, streamflow, and other hydrometeorological factors were considered in the project design. Project background and the instrument and seeding systems are described.
