Abstract:

Public transport's share of traffic has not improved in the 90s, although passenger volumes has risen. Improving public transport's share of traffic is important. In fact, there are many other means to increase public transport's share. The most important thing is to increase the share of traffic inside and between suburban areas. As such, Helsinki has chosen a transport policy which emphasizes public transport.
