Abstract:

This presentation provides a review of established institutional mechanisms which regulate the transfer of water withdrawal rights. Each method of water rights transfer is evaluated in terms of its purpose and scope as it relates to the governments control over the transfer process as well as its capacity to account for the needs of instream uses.
