The City has implemented a Capital Improvement Program (CIP) that combines water resources planning efforts with master planning of the water production and distribution infrastructure to provide a useful and reliable guide to utility expansion. The process that needs to be undertaken to arrive at a practical capital improvement program involves multiple resources, both fmancial and technical.
