Abstract:

This paper describes the process for establishing a wetlands complex to evaluate environmental issues that could not be answered without the operation of a large demonstration project. A 259-hectare project in southwestern San Joaquin Valley, California, was developed as the result of extensive private, State and federal government agency cooperation. All entities will cooperate in future development, management and research in the project area.
