Abstract:

The authors, a Brazilian and an American involved in a US$1 billion-plus project to build schools in the state of Rio de Janeiro, discuss how they managed despite monthly inflation of 20-30 percent, nationwide price freezes, and sudden changes in government priorities. Dealing with inflation required detailed tracking, through the use of multiple price indices; this complicated the project and added effort and cost, but without it the work could not have succeeded.
