Abstract:

The U.S. Army Corps of Engineers (Corps) has adopted a risk-based analysis procedure to analyze the effect of uncertainty on flood damages and the benefits of flood damage reduction projects. The purpose is to use the results of the analysis in project selection. These procedures combine the uncertainties in discharge-frequency, stage-discharge, and stage-damage relationships. This paper describes the quantification of the uncertainty in stage-damage. This procedure accounts for the uncertainties in the parameters that underlie estimated flood damages.
