Willingness and Ability to Pay for Rural Water

Estimates of willingness to pay for rural water systems were developed in South Dakota, Oklahoma, and Montana from responses to contingent valuation surveys. Ability to pay was also estimated based on current water bills after adjusting for income and public debt.
