Abstract:

In 1987, the newly formed Washington Metropolitan Airports Authority began a long term Capital Development Program which will change how both Washington National and Dulles International Airports will operate in the future. These two very different facilities posed contrasting problems for the Authority, but none larger than getting the program off to a successful start. This new agency's approach to meeting this ten plus year billion dollar program challenge is presented.
