Abstract:

The present paper investigates policies of decayed local regions by port space utilization in Japan and proposes a new frame to manage risks in order to lead them to success. It contains the perspectives of new demand for port and harbors, the vitalization policies of local decayed regions, and the case history of the vitalization policy of the Port of Nanao in Japan from the viewpoint of risk management to lead it successful.
