Abstract: This paper examines the challenges to and techniques used in greenline approaches to natural resource management and considers their applicability to the implementation of nonpoint source water pollution control. 'Hard' and 'soft' techniques for controlling external threats are examined in the context of greenlining the coast to control deleterious nonpoint source impacts on coastal waters. Attributes of institutions likely to succeed are identified with emphasis on the compatibility of new requirements with traditional coastal zone management and the needs of nonpoint source control.
