Abstract:

Siting constraints to the development of coastal energy facilities may lengthen or complicate the siting process. These constraints have evolved over the history of coastal energy facilities. The U.S. Department of Energy is exploring policies that will support a substantive discussion of siting issues and reduce procedural constraints.
