Abstract:

The Department of Energy's Office of Civilian Radioactive Waste Management has established a baseline change control system to support their program control system. The program control system involves establishing cost, schedule, and technical baselines, monitoring project performance against the baselines, analyzing variances and impacts, developing and implementing corrective actions, and changing the baselines, as appropriate. The baseline change control system requires that a hierarchy of project baselines and change control boards be established at different management levels, with change control thresholds established at each level. A baseline change proposal is submitted to the appropriate change control board whenever a threshold value is exceeded. A history of the evolution of the project cost and schedule baselines is presented.
