Abstract:

Florida's Turnpike provides a system of user-financed limited access toll highways meeting important transportation needs in the State of Florida, while protecting the interests of its bondholders. The Florida Turnpike Office of the Florida Department of Transportation (FDOT) is currently developing a three year program, with plans to sell $1 billion in revenue bonds for expansion projects statewide. The Turnpike developed and tested a new toll facilities model, which is sensitive to the impact of tolls in the highway assignment process.
