Abstract: By considering the vortex structures of turbulence and using the concept and theory of the pulsative convection and diffusion of instantaneous vorticity in a viscous fluid motion, the mechanism of turbulence and the corresponding expressions are suggested, which is the natural criterion number of T and Tc = C. When it is used to predict turbulent flow within a pipe and the boundary layer, it is shown that the bursting phenomenon near the wall must be taken place. Further study will find out that Reynolds number for the transition in a pipe would be gotten.
