Abstract:

As a result of contract overruns and claims from classification, measurement, and payment for 'solid rock' excavation, Alberta Transportation and Utilities embarked on a dedicated field and laboratory program to investigate and quantify rock materials. This program has resulted in the provision of a rock investigation report for prospective bidders to view, as well as 'special provisions' which distinguish rock excavation as common material or solid rock. Since implementation of this program some 3 years ago, no claims have resulted. This paper discusses the contractual problems resulting from rock variability and approaches used in their resolution.
