Abstract:

The Minerals Management Service (MMS) practices proactive environmental conflict resolution. The approach selected by the MMS varies with the scope of the particular conflict, the entities involved, and the potential advantages of the various alternatives. The MMS has negotiated with the State of North Carolina on two different occasions, each resulted in a Federal-State cooperative agreement called a Memorandum of Understanding.
