Abstract:

For all the grumbling about the ineffectiveness of Congress, the 101st Congress produced a surprising number of critical pieces of coastal- and ocean-related legislation, and began the process of developing other programs. This paper will summarize selected key ocean and coastal environmental bills enacted during the past Congress and analyze what we can expect from the 102d Congress in the marine environmental area.
