Abstract:

Incorporating the valuation of residual emissions into calculations of social cost permits comparisons among alternative sources of electricity generation inclusive of environmental impacts. Such a technique has been adopted for electricity planning in several states and is proposed in others. This paper describes this method, answers some criticisms, and discusses quantitative impacts.
