Abstract:

For important protected objectives, the measures against debris flow in mountain towns should ensure all-round reliability and adopt a comprehensive system of engineering projects combined with planting. Reliable prediction and alarm equipment are also necessary to carry out an emergent refuge plan for dispersing the population and properties in time. In oder to ensure the safety of the towns as well as life, a series of administrative laws must be formulated, and the reasonable use of land and environment conservation should also be done.
