Abstract:

This paper presents a review of the current Federal approach to financing inland waterway improvements, an analysis of the Inland Waterways Trust Fund and a description of the operation of the Inland Waterways Users' Board. The principles of user pay and user say have been introduced into the priorities used by the U.S. Army Corps of Engineers to develop its program for inland waterway improvements. The paper concludes that the Trust Fund will constrain scheduling improvement projects within the next 10 years.
