Abstract:

In March 1988 ASCE conducted a national workshop on highway research. This paper will discuss the ten commandments from the perspective of the California Department of Transportation. California's experience with highway research and development verifies their importance and practicality. The California program is directed by a top management Research and Development Committee. In this way the people who understand the problem in the field direct the research that provides the solution. Some portion of the effort should be directed at issues such as advance technology, robotics, and operational strategies to help move the highway program into the 21st century.
