Abstract:

This presentation addresses the Water Quality Act of 1987 (WQA) as it pertains to National Pollutant Discharge Elimination System (NPDES) permits for municipal separate storm sewers. Regulations are being prepared by EPA that will implement the intent of Congress. Key requirements of the WQA, likely requirements of regulations how the regulations might impact local governments (the 'bottom'), and cost implications are discussed.
