Abstract: The Federal Clean Water Act framework for water quality regulation is reviewed. The role of water quality standards in the regulation of stormwater discharges and the protection of beneficial uses is discussed. The relationship between the implementation of best management practices (BMPs) and water quality criteria is explored with emphasis on how Florida's stormwater regulatory program was established. Florida's BMP design and performance standards for stormwater discharges from new developments are summarized. A conceptual program to address the modification of existing stormwater discharges to reduce their pollution loading to receiving waters is proposed.
