Abstract:

During the past several decades, substantial changes have occurred in the national economy and culture. Corresponding changes have taken place in the highway transportation system. While these changes have usually impacted highway safety in a positive manner, they have, at times, produced negative results. This paper will discuss some of these changes and their impact on highway safety.
