Abstract:

This paper describes a unique thunderstorm and flood which occurred in Kern County, California in 1984. It describes the follow-up studies and method of implementation of building restrictions subsequent to the flood. The paper proposes that existing pilot channels and adjacent areas on alluvial fans such as this may be considered to have the highest risk for purposes of planning within reasonably acceptable time periods.
