Environmental Appraisal of Small Hydro Projects in Ontario

by David Kerr, Cumming Cockburn Ltd, Willowdale, Ont, Can,

Document Type: Proceeding Paper

Part of: Water Power '87

Abstract:

Despite a large interest from the developing community and the aid of Ontario's Small Hydro Encouragement Program (Ministry of Energy 1986) which is administrated by the Ontario Ministry of Energy, the development process is complicated by a myriad of federal and provincial legislation that regulate small hydro in Ontario. The purpose of this paper is to outline the requirements of the various forms of relative legislation, regulation and policies that affect small hydro in the province. In addition, many forms of approvals require consideration of the environment and therefore, a general approach to environmental impact is discussed. 3 refs.
