Abstract:

The procedures outlined in this paper only address the hydrologic safety criteria for spillway design floods. The recommended procedures are based on a careful identification of the social, economic, and environmental consequences of failure and the necessary quantification to make a decision. The computations and procedures utilized to evaluate alternative designs should be carried only to an extent to facilitate decisions. The decision process includes the economic and nondollar-denominated consequences of failure throughout the life of the project.
