Abstract:

In 1978 the Massachusetts Coastal Zone Management Program (MCZMP) became the first CZM program on the East Coast to be approved by the U. S. Department of Commerce and is now in its ninth year of implementation. The policies and proposals in the MCZMP Plan attempt to resolve conflicts, where possible, and to establish values and priorities for the wise use of limited coastal resources. The primary purpose of this paper is to outline how the MCZMP project review process functions. Case histories in which the Massachusetts Coastal Zone Management Program has played a significant role are presented.
