Abstract:

Waterfront development has been propelled by the relative successes of urban renewal and by the transformation of the modern American economy. Contemporary waterfront developments confront a myriad of governmental controls. Statutory and regulatory requirements at the federal, state and local levels impose numerous and occasionally incompatible obligations on the developer. The successful development identifies the requirements imposed by each level of government and then plans, articulates and implements a flexible strategy for meeting each of those requirements.
