Abstract:

A large part of the dilemma associated with the conflicting impacts of facility location and land use is not so much a lack of technical engineering input, but rather the lack of analytical decisionmaking. A trade-off analysis can be accomplished in a variety of ways, but a team approach is advised to ensure a broad point of view and retention of objectivity in the analysis. The key to this process is to satisfy effectively all issues deemed important in the project.
