Financing the Town Bluff Hydropower Project

Abstract:

The Town Bluff Dam Hydropower Project is the first new Federal hydropower project to be completely financed by a non-Federal entity where all of the construction funds would be provided prior to the start of construction. The accomplishment of the contractual arrangements for this project also represents a 'first' in the coordination and cooperation between a non-Federal entity and two Federal agencies involving a water resource project. The purpose of this paper is to present the procedures and criteria used for the financing of the Town Bluff Hydropower Project. The paper contains a short history and description of the project, a discussion of roles in the planning process, criteria for sponsor selection, contract negotiation and sponsor candidate proposals, a description of the public participation program and finally a discussion of the contractual arrangements.
