Abstract:

Society still struggles with the moral dilemma of whether an act must be illegal to be unethical. Citing codes and examples, this paper focuses on the ethical aspects of Resident Engineers dealing with contractors. It is emphasized here that the administration of publicly funded contracts is subject to legal scrutiny.
