Abstract:

This paper gives the author's definition of the Resident Engineer. The duties, responsibilities, qualifications and authority of the U. S. Naval officers assigned as Resident Engineers are discussed. The success of the Resident Engineer requires varied experience and mature judgment gained from experience. The author suggests different ways of acquiring in-depth experience for a cadre of Resident Engineer officers of the Civil Engineers Corps, U. S. Navy.
