Document Type: Proceeding Paper

Part of: Coastal Zone '85

Abstract:

This paper addresses some aspects of designing and implementing density transfer programs, as illustrated by the Transfer of Development Credit (TDC) program which the California Coastal Commission has been operating since 1979 as a means of dealing with land-use planning and development problems in the Santa Monica Mountains area of Los Angeles County. Among those problems are fire, flood, and landslide hazards; a highly fragile chapparal ecosystem; severe transportation and other infrastructure constraints.
