Analysis of Virginia's Local Wetlands Boards

Abstract: The Commonwealth of Virginia's system of managing its wetlands resources through local Wetlands Boards comprised of citizen volunteers is reviewed. The differences among boards in terms of jurisdiction, membership background and experience is analyzed. The impact of the identified differences in all three areas is assessed in light of the authors' experience with local board operations. The assessment indicates the differences may have a less significant impact on management decisions than was anticipated at the inception of the system.
