Abstract: This paper constitutes Part I of a two-part article. Both parts focus on the risk assessment and management process in terms of the ever-present problem of groundwater contamination and its prevention and correction. Part I provides a brief definition of terms and concepts in risk assessment and management, develops a brief taxonomy of risk assessment methodologies, and briefly discusses the imperativeness of multiple-objective optimization in risk assessment and management. Part II details the mathematical process of risk quantification, illustrates the risk assessment and management process through a specific example problem concerned with groundwater contamination, focusing on its risk quantification aspects, uses the partitioned multiobjective risk method to demonstrate an effective methodlogy for handling extreme events, analyzes the computational results in terms of management policy options and multiobjective trade-offs, and relates the entire risk assessment and management process to multiobjective trade-off analysis and to decision support systems.
