Abstract:

In 1982 the Southern California Rapid Transit District (RTD) was facing two major challenges. A Policy and Management Plan was developed to meet these two major challenges. The Policy and Management Plan was viewed as a base and a framework from which RTD could, from time to time, determine where it was in respect to policy, management, operations, planning, transit system development, and a number of other subject areas.
