Abstract:

In a period where fiscal constraints will mandate a new approach to managing limited financial resources, serious consideration must be given to developing new strategic policies relating to highway and transit capitalization and operations. Such new strategies should seek to provide better levels of service, to better maintain existing systems and to the extent possible and feasible, facilitate new technology.
