The Structural Stability Research Council (SSRC) Technical Memorandum No. 5 is explored; this memorandum includes the general principles that form the bases of various SSRC recommended design criteria. Memorandum No. 5 revises and expands Memorandum No. 1 on the tangent modulus buckling formula for column design. In part two—What's New in Design of Steel Structures——the different approaches of professionals in different countries are compared, and simplification of design specifications is discussed.
