Abstract:

The amendments that will ultimately be made to the 1972 Water Pollution Control Act (PL 92-500), now being discussed by Congress, will be influenced by a number of things happening in government. Such things as: the National Commission on Water Quality Report; the recently completed 1976 Needs Survey; proposed amendments to be submitted by EPA; and other legislative activities will affect Congress deliberations. This article discusses the key issues, some proposals for amendments others have made, then puts forward some recommendations of its own.
