Abstract:

Ocean Engineering III, the third in a series of Specialty Conferences by the Technical Council on Ocean Engineering, occurred during a time when many engineering activities in the ocean were linked closely with national and world concerns for environmental protection and energy resources. The focus of the Conference program was on new and developing technical areas in ocean engineering, many of which were related to those concerns. The program format was designed to enhance participation and to promote information exchange among those attending. The program contained sessions on Macro-Engineering Problems and sessions on Advanced Technical Topics. The six Macro-Engineering Problem sessions dealt with the broad aspects of large-scale ocean engineering operations and facilities including the legal aspects of such problems. In addition to the paper presentations on these topics, three Macro-Engineering Problem sessions were followed by workshop sessions involving the authors of papers for the topics and other interested participants. In the workshops attention was focused on the identification of critical problem areas and potential solution approaches. The results of the workshop sessions are summarized in this book following the papers. The fifteen Advanced Technical Topic sessions consisted of paper presentations and discussions on specific technical areas. The chairman for each session was encouraged to present a brief state-of-the-art summary for the particular session topic. Most chairmen did so, and when available a written version of the state-of-the-art summary is included following the papers presented at that session. In addition to the technical papers, included in the Proceedings are the texts of addresses given during the Conference by distinguished invited speakers.
