Abstract: The process of public participation is as important a work element as collecting and synthesizing data. This note presents six ingredients of a successful citizen participation program during a comprehensive transit study conducted in Seattle, Wash. The interactive program has resulted in a pattern of cooperation and consensus between engineers, citizens, and public officials.
