By incorporating the effect of the viscosity into the roughness length model, allowing the total shear stress to vary linearly, and modifying the mixing length, the theory presented here gives good result for the entire flow region. The resulting equation covers the smooth wall as well as the rough wall flow. The equation also provides a single formula to describe the velocity profile in the three near-wall regions for a smooth surface.
