A method is presented on how to determine the impulsive load stiffness of existing flexible pavements using in-situ impulsive testing of existing pavements and simplified theories. For the roads considered, it is found that the impulsive load stiffness for the good road is significantly higher than that for the poor road. In addition, it varies considerably from season to season, being lowest during the spring thaw. Based upon this initial study, a flexible pavement whose impulsive load stiffness is at least 4,000 lb-sec per in. (for a 15-in. diameter striker plate) may be considered a good road. In view of these results, the impulsive load stiffness might be potentially useful as one of the important factors in: (1) posting of load restrictions, (2) determining the amount of pavement deterioration and (3) evaluating the quality of pavements.
